School ICT funding 2009-10: Harnessing Technology Grant

The Harnessing Technology Grant is the principal source of central government funding for technology in schools. Over £600 million is being distributed through this grant between 2008-11.

This capital grant is allocated to local authorities, who are responsible for distributing it to eligible schools in a way that best meets local priorities. Local authorities are also able to retain up to 25 per cent of their allocation centrally (or more with the agreement of the Schools Forum), to ensure that all schools receive the benefits of aggregated purchasing.

Digital content

Schools and local authorities can use the Harnessing Technology Grant to purchase computer software and digital learning resources provided that the resource being paid for (or the perpetual licence to use that resource) passes into the ownership of the school or local authority at the end of the service period; or that payment results in the school or local authority receiving a licence to use the resource for a specified time period longer than one year. This applies to both one-off purchases of software resources, and subscriptions to services that provide digital curriculum resources on an ongoing basis.

Further information

We provide guidance for schools and local authorities on what the grant can be used for, and what their key investment priorities should be.
